These two mods are my attempts to make the gangs of Liberty City less aggravating. In the vanilla game, gang members can see the player a full 180° in front of them at 30 meters away (20 meters for vehicles). And most are equipped with pistols, uzis, or even shotguns. It makes driving through gang territory extremely dangerous and nerve-wracking.
The mods employ different methods to combat this annoyance, one through mission scripts and the other through ASI executable injections. And both can actually be used together if you wish.
ASI Mod
This mod makes the gangs less troublesome by changing a few parameters affecting how they see threats.
By default, pedestrians (e.g. gangs) can see other pedestrian threats (e.g. the player) up to 30 meters away and vehicle threats up to 20 meters away in a 180 degree forward arc (FOV). Subdued Gangs (ASI) lowers these values to 8m, 10m, and 70 degrees respectively, making gangs feel a bit more human in their reactions while maintaining most of their gameplay function. These values can be configured in the companion INI file to suit your tastes, though, allowing anything from total blindness to terminator vision.
You will need version 1.0 of the game (or any patched variant of 1.0). If you have the version 1.1 executable (e.g. from Steam), then you’ll need to “downgrade” to the 1.0 executable. You’ll also need an ASI loader like “Ultimate ASI Loader”. This will allow ASI mods to inject executable changes into GTA3 in a modular way.

SCM Mod
This mod makes the gangs less troublesome by changing their weapons to melee-only after they start hating you. During some missions, gangs will revert back to their vanilla weapons until the mission ends to preserve difficulty. Due to mission script/save game limitations, however, this does not include rampages, which may be more or less difficult than vanilla rampages.
Two resets are provided should you wish to switch between vanilla and subdued gang weapons. Starting the “Diablo Destruction” RC mission (found in Hepburn Heights) will switch back to vanilla gang weapons, displaying an “ORIGINAL SETTING RESTORED” message to alert you. And starting the “Mafia Massacre” RC mission (found in Saint Marks) will switch to melee-only “subdued” gang weapons, displaying an “Arriba!” message to alert you.
Also includes some small changes to a couple unrelated missions because I’m not motivated enough to separate them out or make them CLEO mods at this time. It spawns a static Yardie Lobo near the parking garage for the Deal Steal mission as they can be hard to find (they look just like Idahos). And it makes the start conditions for the Multistorey Mayhem vehicle mission less cryptic by allowing any Stallion in the parking garage to begin the mission.
